ACCESS TO INFORMATION AS A PREREQUISITE FOR REALIZING THE RIGHTS OF PERSONS WITH DISABILITIES TO EDUCATION AND COMMUNITY INCLUSION

The article substantiates, on both theoretical and practical levels, that access to information is not only a distinct right of persons with disabilities but also a fundamental prerequisite for the realization of the rights to education, independent living, and community inclusion—rights that are interrelated and mutually reinforcing. Based on this premise, the study examines relevant international frameworks, accessibility standards, and legal-policy documents outlining Armenia’s obligations. It also includes a preliminary analysis of publicly significant state websites (educational institutions and local self-government bodies).
The findings are further supported by data from the research “Are Community Decision-Making Processes Inclusive for Persons with Disabilities in Armenia?” as well as participatory user testing, which made it possible to describe, in a participatory format, the practical links between informational barriers and the realization of rights.
Although a nationwide in-depth assessment has not been conducted, the mixed-method approach has allowed the identification of Armenia’s legal and practical frameworks and practices, progress achieved, and existing gaps. These include the need for more consistent thematic public discussions, effective implementation mechanisms for accessibility standards, and the establishment of more proactive measures by educational institutions and local self-government bodies.
The article concludes that only through cross-sectoral and comprehensive legal and practical measures can accessible information become an effective pathway for the full realization of the rights to education, independent living, community inclusion, employment, and other related rights.
